The “average of averages” is often misleading, especially in cross-border payments.

Stablecoins are typically fast (assuming no fiat on-/off-ramp dependencies), but not always cost-effective, with highly volatile pricing. Data from Token Terminal shows Ethereum’s average daily transaction fee over three years was $0.134, with peaks up to $29.58. The median was $0.0074, peaking at $13.093. The variability is significant.

Layer-2 stablecoins offer a different profile, with lower fees despite being built on layer-1s like Ethereum. Over the same period, Arbitrum One recorded an average fee of $0.0127, peaking at $0.7033, with a median of $0.0034 and peak of $0.51072.

The data shows Ethereum’s dominance is driven less by performance and more by liquidity and distribution. Importantly, these figures reflect only on-chain “gas” fees—composed of base and priority fees.

In reality, costs extend across the full value chain: on-/off-ramp fees (including AML/KYC and FX), liquidity provider fees, and PSP or MTO charges tied to transaction size. Additional fees may apply on payout. Users can reduce costs by transacting directly via wallets.

Layer-2s introduce added complexity, combining layer-1 gas fees with sequencer fees. However, batching transactions keeps overall costs lower.

The stablecoin infrastructure framework

Despite sometimes being discussed in monolith terms, stablecoin infrastructure is not a single alternative rail, but a stack of interoperating systems. These include not only the stablecoins themselves and the processes that enable them to be issued, redeemed or exchanged, but also a host of other intersecting elements.

These include the blockchain networks on which they move, of which there are a number of high-liquidity default options, as well as less widely used options that provide different choices in terms of settlement and transaction fees. In some cases, networks will provide incentives to encourage their use, while some companies are increasingly making use of ‘Layer-2’ networks that sit on top of widely used ‘Layer-1’ networks to reduce costs and increase speeds.

Wallets are another fundamental element, acting not as a kind of virtual pocket to store value, but as addresses from which transactions and other critical steps in the payments orchestration process can be initiated and managed. They are a foundational part of stablecoin infrastructure, serving as essential nodes in the on-chain movement of funds as well as being used to store value both for providers’ clients and their end users, and how they are securely managed can be configured in a wide variety of ways depending on their application, the client’s risk appetite and their regulatory requirements.

Other elements include the on and off-ramping of funds from fiat to stablecoin and viceversa, the provision of compliance solutions including KYC/KYB and liquidity solutions at both ends of the payment process.

However, how companies engage with this stack varies significantly depending on the types of providers they opt to use. While the capabilities of each provider vary, they can be broadly grouped into two types:

Managed payment providers

Combine multiple parts of the infrastructure stack into a combined solution, typically handling many technical and compliance elements and reducing the technical and regulatory burden on their clients. Typically, they offer faster time-to-market for companies with limited stablecoin expertise.

Self-managed payment providers

Provide modular solutions that can be implemented as part of a broader technical stack, offering greater direct control and flexibility over areas including pricing and execution, although carry a higher technical and regulatory burden. Often favoured by companies with higher volume requirements and technical capabilities.

If you lead payments for a digital platform, autonomous purchasing will soon become part of your transaction flow.

Let’s say a customer asks their AI assistant to reorder groceries. The agent selects a product, completes the purchase, and the order ships. The customer never opens a checkout page.

For merchants and their payments teams, this will introduce a new layer of complexity.

When a transaction is initiated by software rather than a person, you need clearer records of how the purchase was authorized and executed to prepare for a potential chargeback dispute.

This is changing the role of tokenization.

Tokenization originally focused on protecting card numbers and reducing PCI scope. Later, network tokenization helped merchants improve approval rates and reduce fraud in subscription and stored credential models.

Autonomous transactions are set to expand that role.

In agent-driven payment flows, tokenization can help document the context around a purchase. State-of-the-art payment infrastructure can capture signals such as:

-> Identity tokens linking the transaction to a specific device or AI agent

-> Intent tokens recording the customer’s original high-level instruction to the agent (for example, “buy running shoes under $150”)

When AI agents start shopping, who’s responsible for the chargeback?

Your payments dashboard says the transaction was authorized.

The issuer approved it. The card details are valid. Yet the customer still files a dispute.

This situation is becoming more and more likely as AI agents begin making purchases on behalf of consumers.

Imagine this scenario:

A customer asks their AI assistant to reorder groceries. The agent selects the premium version of a product and completes the purchase automatically.

The order ships. Three days later, the customer disputes the charge.

Now your team must answer a difficult question: Did the customer actually authorize the agent to make that purchase?

This is the new challenge emerging with agentic commerce.

According to McKinsey, AI-driven commerce could generate up to $1 trillion in U.S. retail revenue by 2030.

At the same time, 87% of payments leaders say trust will be the biggest barrier to adoption, and 78% expect fraud to increase as agentic payments scale.

Most merchants have spent years optimizing their payment stack around three priorities:

- Improving authorization rates

- Reducing processing costs

- Routing transactions across multiple PSPs

Those capabilities remain essential. But they can’t solve the core problem autonomous transactions introduce: proving what actually happened.

When an AI agent initiates a purchase, traditional payment records rarely capture:

- Whether the agent had permission to transact

- What spending limits the user defined

- Which system verified the agent’s authority

So when a dispute occurs, the evidence trail is often incomplete. This is why many payment leaders are starting to think about Trust Orchestration.

Instead of focusing only on transaction execution, trust orchestration adds a layer that verifies and documents the full transaction lifecycle:

- Who (or what) initiated the payment

- Whether the action followed approved policies

- What consent existed at the moment of purchase

- The complete chain of events leading to the transaction

Think of it as creating a verifiable record of intent, identity, and authorization, not just payment approval.

As autonomous commerce grows, merchants will face a new operational requirement:

Your payments infrastructure must not only process transactions efficiently. It must also prove that those transactions should have happened in the first place.

Teams that build this trust layer into their payments stack now will be far better positioned when AI-driven commerce becomes part of everyday purchasing.

The Tokenised Money Framework

As monetary instruments move onto distributed ledgers, multiple classification attempts have emerged. No widely accepted taxonomy exists. Different actors define these instruments through different lenses:

- Policymakers classify them through regulatory frameworks and legal claims.

- Financial institutions focus on functional form deposit tokens, tokenised deposits, programmability, and settlement use cases.

- Crypto-native actors classify them by reserve structures and market adoption patterns.

This fragmentation complicates comparisons across instruments and weakens analysis of their performance against the three functions of money: unit of account, medium of exchange, and store of value. It also complicates regulatory discussions.

A two-layer taxonomy addresses this gap. The framework defines instruments based on the underlying claim and maps the design features that determine functionality.

Tokenised money refers to DLT-based claims referencing fiat money used for payments or value storage. The definition also includes quasi-monetary claims that perform monetary functions under certain conditions and may represent proportional claims on underlying assets rather than guaranteed par redemption.

The first layer classifies instruments across four dimensions:

- Claim — the legal entitlement embedded in the token and the type of issuer responsible for redemption. This determines legal exposure and insolvency treatment.

- Backing — the assets or guarantees supporting the claim, influencing liquidity, loss absorption, and potential run dynamics.

- Form — how the claim exists on the ledger. Some instruments are DLT-native (deposit tokens issued directly on-chain), while others are representations of off-chain deposits. This distinction determines settlement finality and the feasibility of smart-contract functionality such as atomic settlement and composability.

- Access — who can hold and transfer the instrument, including retail vs wholesale access, jurisdictional limits, and KYC-based whitelisting or blacklisting.

Together, these four dimensions define the economic, legal, and operational characteristics of tokenised money.

A clearer view of stablecoin payment activity

The true volume of stablecoin payments identified in McKinsey’s analysis, about $390 billion in 2025, has more than doubled from 2024 levels. While stablecoins’ share of total on-chain activity and total payment volume remains relatively small, it reflects real and growing usage in specific contexts.

Three observations that stand out:

- Value propositions. Stablecoins are gaining traction where they offer advantages in specific use cases, including settlement, improved liquidity management, and reduced friction. For example, international peer-to-peer transfers can be executed nearly instantly and at lower cost compared with some traditional remittance corridors. At the same time, stablecoin-linked cards are expanding practical usability by enabling holders to spend stablecoins directly with merchants globally, without first converting funds through exchanges or banks. We estimate that stablecoin-linked card spending has grown to $4.5 billion in 2025, up 673 percent from 2024.

- B2B leads growth. B2B payments dominate, accounting for about $226 billion, or roughly 60 percent of global stablecoin payment volume. B2B payments have increased 733 percent year over year, indicating rapid uptake in 2025.

Asia-originated activity. Activity is uneven across regions and cross-border payment corridors, suggesting that scale will depend on local market structure and constraints. Stablecoin payments sent from Asia represent the largest source of volume, accounting for about $245 billion in payments, or 60 percent of the total. North America is next, accounting for $95 billion, followed by Europe at $50 billion. Latin America and Africa each accounts for less than $1 billion. Activity today is driven almost entirely by payments sent from Singapore, Hong Kong, and Japan.

- Taken together, these patterns suggest that adoption of stablecoins is taking hold in a limited number of proven use cases, with broader scale dependent on how successfully these can be expanded and replicated elsewhere.
